Art. 18. Con el objeto de formar Institutores que se encarguen de la dirección de las Escuelas primarias, habrá en la República el número de Escuelas normales, así de varones como de mujeres, que el Gobierno crea conveniente establecer, en las cuales, además de los métodos, se enseñen todas las materias designadas para las Escuelas primarias en la extensión y desarrollo que les den los Reglamentos del Gobierno.
