º. Prohíbense las reuniones populares en las vías y plazas públicas. La autoridad impedirá tales reuniones cuando tenga conocimiento anticipado de que van a celebrarse, y disolverá las que lleguen a realizarse, empleando para ello el procedimiento que prescribe el artículo 223 de Código Penal en los casos de sedición.
