Las concesiones de servicios de telecomunicaciones de que trata el presente Decreto deberán otorgarse de modo tal que se promuevan la eficiencia, la libre iniciativa y competencia, la igualdad de condiciones en la utilización de los servicios y la realización plena de los derechos a la información y al libre acceso a los servicios de telecomunicaciones.
