El Director de la Oficina y los Vocales, oído el concepto de los patronos y obreros en los conflictos que surjan entre ellos, podrán constituirse en Consejo de Trabajo, y fallar, cuando posean todos los elementos de estudio necesario, las disputas que le fueren sometidas a su resolución por patronos y obreros. El fallo será obligatorio para entre ambas partes, y pondrán termino a la mediación de la Ofician en el caso sometido a su decisión.
