Artículo primero. El Capitolio Nacional es un inmueble de propiedad de la Nación, destinado exclusivamente a los servicios, instalaciones y dependencias del Congreso, y no podrá ser ocupado para reuniones, conferencias o actividades distintas a las de su normal funcionamiento.
