Protección de los bienes. Los bienes y rentas de las asociaciones de municipios son de su propiedad exclusiva; gozan de las mismas garantías que la propiedad y renta de las particulares y no podrán ser ocupados sino en los mismos términos en que lo sea la propiedad privada. Los Gobiernos Nacional, Departamental y Municipal no podrán conceder exenciones respecto de los derechos o impuestos de tales entidades.
