- Regulación del servicio . Modificase el artículo 19 de la Ley 336 de 1.996, el cual quedará así: " Artículo 19. Cuando la autoridad decida intervenir en un servicio de transporte de conformidad con la ley, para otorgar el permiso correspondiente, deberá hacerlo mediante licitación pública, en la cual se garantizará la libre concurrencia de las empresas en igualdad de condiciones y la iniciativa privada sobre creación de nuevas empresas".
