Créanse tres becas en Italia, Francia, o el país que determine el Consejo Directivo de la Facultad de Derecho de la Universidad Nacional, para hacer cursos de especialización y perfeccionamiento en las ramas de criminología, ciencia jurídico-penal y ciencia penitenciaria. Estas becas se llamaran "Becas Jorge Eliécer Gaitán", y serán adjudicadas por dicho Consejo mediante concursos que se realicen entre abogados titulados.
