Todo contrato celebrado en nombre del Estado debe publicarse en el Diario Oficial dentro del término de sesenta días, a contar de su aprobación definitiva.
Si el valor del contrato excede de mil pesos, el contratista no puede exigir el cumplimiento de las obligaciones contraídas a su favor sino después de verificada aquella publicación.
