A fin de que la Registraduría Nacional del Estado Civil disponga de instalaciones suficientes y adecuadas, de elementos de todo orden y del personal que requiere para el eficaz cumplimiento de sus funciones, entre las cuales cobra excepcional importancia la de activar la cedulación y atender a los nuevos gastos que demanda esta ley, el Gobierno podrá abrir en el presupuesto los créditos y contracréditos necesarios para allegar las partidas correspondientes.
