Art. 4.° El Poder Ejecutivo reglamentará la ejecucion de la presente lei, de manera que empiece a cumplirse dentro de seis meses a más tardar despues de sancionada, pero entre tanto queda permitida la entrada por las Bocas de Ceniza hasta la Aduana de Barranquilla, de buques cargados esclusivamente de hielo i maderas, con las condiciones i formalidades que determinen los Reglamentos del Poder Ejecutivo.
