º. A partir del 1 º de enero del año 2006, el valor absoluto aplicable en el impuesto de timbre a que se refiere el numeral 3 del artículo 14 de la Ley 2ª de 1976, por salida al exterior de nacionales y extranjeros residentes en el país, será de cincuenta y un mil pesos ($51.000).
