Esta Ley empezará a regir diez meses después de su promulgación, salvo lo dispuesto en el artículo que precede, que regirá desde su sanción por el Poder Ejecutivo. Pero el primer día de su vigencia deberán estar organizadas las Oficinas de Registro subsistentes, o sea las de cabeceras de Circuito, provistas del material necesario, de conformidad con el artículo 4º de esta Ley, agregados a ellas los archivos de las oficinas suprimidas, y provistos de los cargos respectivos, observando las inscripciones indicadas en el artículo 3º de esta Ley.
