Artículo segundo. De acuerdo con lo ordenado en el artículo anterior, la importación de las mercancías comprendidas en las Posiciones allí indicadas requiere la consignación previa en el Banco de la república, como quinta para el fomento de una suma equivalente y sustitutiva de los gravámenes contemplados en las referidas Posiciones del Arancel de Aduanas.
