Art. 1.° Establécese en la ciudad de Popayan una Junta compuesta del Presidente del Estado del Cauca, del Procurador jeneral del mismo i del Administrador principal de Hacienda nacional. Esta Junta tendrá por Secretario al de Hacienda del mismo Estado, el cual no tendrá voto en las deliberaciones de aquella.
