Desde la sanción de la presente Ley el Superintendente Bancario podrá autorizar la fundación de la Caja de Crédito Agrario, aunque no hayan transcurridos los plazos señalados en la Ley 45 de 1923 , cuando juzgue que se han llenado los requisitos para que la institución pueda entrar a funcionar.
