º . El Artículo 13º de la Resolución 51 del CONPES de 1991 quedará así: Condiciones de autorización. Quedan autorizados los cambios a los términos y condiciones impuestos en autorizaciones otorgadas con anterioridad al 28 de enero de 1991 y a las inversiones sometidas a requisitos de autorización con anterioridad a la vigencia del presente decreto.

Parágrafo

El Departamento Nacional de Planeación podrá realizar el seguimiento de las inversiones de capital del exterior.
