°. Obligatoriedad de los entes territoriales. Es responsabilidad y obligación del Gobierno a través del Ministerio de Salud y los entes territoriales del orden departamental, distrital y municipal, la financiación, planeación, ejecución y control del Plan de Atención Básica en Salud, PAB. Para su ejecución podrán contratar, entre otras, con las Entidades Promotoras de Salud, EPS, las Cajas de Compensación Familiar, CCF, las Instituciones Prestadoras de Salud, IPS, las comunidades y las Empresas Solidarias de Salud, ESS. El Plan de Atención Básica, PAB, deberá ser diseñado, adoptado y asumido por las entidades territoriales en el plan local y en el plan de desarrollo.
