Los retardos o ausencias de los funcionarios públicos serán sancionados de conformidad con las normas establecidas en el presente decreto, salvo que el retardo ausencia haya ocurrido por enfermedad, grave calamidad doméstica, fuerza mayor, caso fortuito o cualquiera otra circunstancia de gravedad o impedimento evidente, justificado en forma escrita ante el respectivo superior.
