Articulo 3° El presente decreto rige a apartir de la fecha de su expedicion deroga las disposiciones que le sean contrarias y surte efectos fiscales a partor del 20 de abril del presente decreto- ley 1042 de 1978. para el pago retroactivo del aumento salarial, el cual tendrá efectividad desde el 1° de enero de 1978.
