La Dirección de Higiene y Asistencia Pública dictará el reglamento necesario para someter a un plan general de acción de las diversas entidades públicas y privadas dedicadas a la protección de niños dentro de los límites de la autonomía de cada cual. Este reglamento, que sólo tenderá a la unidad y eficacia de la acción, hoy dispersa, será obligatorio y se sujetará a la aprobación del Gobierno.
