º Toda persona nacional o extranjera, sin funciones oficiales, que desee dirigirse a las ciudades, poblaciones o lugares del territorio o territorios en los cuales ha sido turbado el orden público, mediante Decreto constitucional en la forma establecida, deberá estar provista de un salvoconducto que certifique y acredite su libre derecho de tránsito.
