º De conformidad con lo establecido en el artículo 21 de la Ley 38 de 1989 y en el Decreto 73 de 1983, las utilidades de la Cuenta Especial de Cambios se distribuirán al Gobierno Nacional como recurso de capital, al Fondo de Inversiones Públicas, y al Fondo de Estabilización Cambiaria, en las proporciones que determine la Junta Monetaria.
