Articulo 1º . Del campo de aplicación de este Decreto . Las disposiciones del presente Decreto se aplicarán a las adquisiciones que hagan la Nación (Ministerios y Departamentos Administrativos) y las siguientes entidades del orden nacional: establecimientos públicos, unidades administrativas especiales que gocen de personería jurídica, sociedades de economía mixta en las cuales el Estado posea el 90% o más de su capital social y empresas industriales o comerciales del Estado. Así mismo, se aplicarán a las adquisiciones que hagan las Superintendencias de los Ministerios a los cuales se hallen adscritas.
