Las Empresas Sociales del Estado categorizadas en riesgo medio o alto, que se encuentren en Medida de Vigilancia Especial ante la Superintendencia Nacional de Salud, no se encuentran habilitadas para presentar Programa de Saneamiento Fiscal y Financiero ante el Ministerio de Hacienda y Crédito Público hasta tanto, la Superintendencia Nacional de Salud certifique que la medida de vigilancia se dio por culminada.
