Ningún nombramiento de empleados o agentes del Gobierno Nacional encargados del manejo de caudales o bienes públicos será efectivo mientras tal nombramiento o haya sido registrado en el Departamento de Contraloría, salvo el caso de que se trate de un nombramiento de interino en que sea preciso llenar la vacante inmediatamente.
