Para dar cumplimiento a los artículos 1º. de la Ley 29 de 1.945 y 24 de la Ley 85 de 1946, que ordenan el aumento de capital del Instituto de Crédito Territorial mediante suscripción del Estado, el Gobierno, previo concepto favorable de la Junta Nacional de Empréstitos, autorizará la emisión de pagarés o bonos, por un total de quince millones de pesos ($15.000.000), con intereses del 6% anual y redimibles por el sistema de amortización gradual en un plazo hasta de treinta años, bonos o pagarés que entregará al Instituto de Crédito a cambio de acciones del Estado. Liquidación del impuesto del ½ %
