El Gobierno Nacional, los entes departamentales, municipales, distritales y demás instituciones del Estado, condecorarán a las personas de la tercera edad y pensionados que más se hayan distinguido por desarrollar actividades en favor de sus afiliados en el campo de la salud, vivienda, recreación y en general programas que beneficien a este sector.
