Para el mejor desempeño de los asuntos que cursan en el Consejo, cada uno de los individuos que lo componen tendrá un Auxiliar de su libre nombramiento y remoción, y cada una de las Salas tendrá un Secretario, un Oficial Mayor, un Oficial primero y un Oficial segundo. El Consejo tendrá, además, un Oficial de Recibo y un Archivero, ambos Oficiales segundos, y un Portero. Cada Sala hará los nombramientos de empleados de su dependencia.
