Cuando el cómputo de los ingresos fuere inferior al total de las relaciones de los gastos ordinarios, el Consejo, en la misma sesión, resolverá qué disposiciones permanentes o transitorias deben dictarse para limitar las erogaciones a la suma del referido cómputo, como lo ordena el artículo 3º de la Ley 61 de 1921.
