De conformidad con lo dispuesto en el artículo 1° de la Ley 7ª de 1944, el "Convenio Básico de Cooperación Técnica y Científica entre el Gobierno de la República de Guatemala y el Gobierno de la República de Colombia", hecho en la ciudad de Lima el 23 de noviembre de 2001, que por el artículo 1º de esta ley se aprueba, obligará al país a partir de la fecha en que se perfeccione el vínculo internacional respecto del mismo.
