El presente decreto se aplicará a todos los organismos, entidades y personas integrantes de la Administración Pública en los términos del artículo 39 de la Ley 489 de 1998, y a los particulares cuando cumplan funciones administrativas o públicas. A todos ellos se les dará el nombre de autoridades.
