Art. 14. La disposicion contenida en el artículo 3.° de la lei 8.ª de 1874, por la cual se ordena al Poder Ejecutivo que conserve en buen estado las minas de Santa Ana i La Manta, miéntras se celebra algun contrato de venta o arrendamiento, solo se llevará a efecto en el caso de que los gastos que exija dicha conservacion no excedan de la cantidad de mil pesos anuales.
