Artículo doce. Para poder asistir al curso de capacitación se requiere matrícula previa y estar incluido en la lista que la Oficina Jurídica ha fijado y autorizado de acuerdo con el artículo tercero de este Decreto, y haber pagado el aspirante los derechos de matrícula que se fijen. La matrícula deberá hacerse personalmente por el interesado en la ciudad que haya escogido para tal fin, en las diez (10) días hábiles inmediatamente anteriores a la fecha de la iniciación del curso.
