Todas las cuentas nacionales se cerrarán, al fin de cada vigencia económica, por balance de salida, y los saldos activos y pasivos pendientes pasarán á la vigencia siguiente, por balance de entrada, de conformidad con el artículo 1361 del Código Fiscal. En consecuencia no se saldarán por la cuenta del Tesoro sino las cantidades que no hayan de ser susceptibles de recaudación ó de pago en el período de subsiguiente.
