Para los efectos del impuesto de residentes establecido por el artículo 17 del Decreto número 280 de 1932 y modificado por disposiciones posteriores, entiéndese por gastos de residentes en el exterior los que tengan que efectuar fuera de Colombia los Colombianos o Extranjeros, por cualquier concepto, con fondos que se hallen en Colombia, o que hayan sido recibidos o devengados en el país.
