Vigencia y derogatorias. El presente decreto rige a partir de su publicación, modifica en lo pertinente el artículo 22 del Decreto-ley 2400 de 1968, deroga el decreto-ley 1221 de 1993, los artículos 11 a 16 del Decreto-ley 1661 de 1991, el Decreto-ley 3129 de 1968 y las disposiciones que le sean contrarias.
