ARTICULO 111. Quienes incumplan las normas establecidas en este decreto serán responsables en los términos del artículo 89 de la Ley 38 de 1989. La Dirección General del Presupuesto informará de estas irregularidades a la Contraloría General de la República y a la Procuraduría Delegada para Asuntos Presupuéstales para la iniciación del correspondiente juicio civil de cuentas y las investigaciones y sanciones respectivas, sin perjuicio de las demás acciones a que haya lugar según la ley.
