Artículos producidos en el departamento . Los artículos que se produzcan en el territorio del departamento, en los cuales se haya empleado materia prima extranjera, podrán ser introducidos al resto del territorio aduanero nacional, pagando los derechos e impuestos correspondientes a la materia prima extranjera empleada en su elaboración, de los que se descontará el impuesto al consumo pagado.
