º Las autoridades de los Municipios por donde atraviesen los caminos á que se refiere este Decreto, harán que los conductores de artículos gravados con el impuesto de peaje, exhiban la guía correspondiente si fuere el caso, y harán efectivas las penas que la Junta señale para los contrabandistas. La Junta fijará asimismo las señales con que deben ser marcadas las guías, por los empleados que deben exigir su presentación.
