° Con fondos nacionales se levantará en el cementerio de Bogotá, un mausoleo de mármol que guarde los restos del ilustre colombiano, cuyo busto hará parte de dicho monumento, con la siguiente inscripción:
"Al General Ramón Neira.
El Congreso de Colombia,
12 de septiembre de 1923."
