º. Ambito de aplicación. Las obligaciones establecidas en el presente decreto, se aplicarán a quienes presten servicios y/o actividades de telecomunicaciones en la gama de frecuencias de 9 KHz a 300 GHz, en el territorio de la República de Colombia, sin perjuicio a lo establecido en el artículo 76 de la Constitución Política.
