Art 1.° Autorizase al Ministro del Tesoro para celebrar los contratos que sean necesarios, á fin de fijar y reconocer los derechos que les asistan á los Bancos del Departamento de Bolívar, en cuanto á comisión é intereses y por virtud de los contratos, celebrados por ellos con la Jefatura Civil y Militar de dicho Departamento.
