Autorízase al Gobierno Nacional para obtener los empréstitos y celebrar los contratos que sean necesarios para dar cumplimiento a la presente Ley. Igualmente, para abrir los créditos y contracréditos en los presupuestos de 1989 y siguientes para dar cumplimiento estricto a esta Ley, en el caso en que no se incluyan las partidas que en ella se ordenan o si resultan insuficientes.
