º Deléganse en los Ministros y Jefes de Departamento Administrativo las facultades de declarar y proveer las vacancias temporales que se presenten en los organismos bajo su dirección cualquiera que sea la causa que las produzca, salvo los casos de Ministro, Jefe de Departamento Administrativo, Viceministro y Subjefe de Departamento Administrativo, cuando esas facultades sean del Presidente de la República.
