Las sumas que provengan de los empréstitos de que trata la parte final del artículo 1º de esta Ley, y que se imputen a reembolsos por inversiones hechas por el Gobierno Nacional, serán destinadas al Fondo Nacional de Caminos Vecinales, siempre que con ello no se dejen de atender, en su oportunidad, los compromisos adquiridos con el Banco de la República.
