Corresponderá al Fondo de Reconstrucción "Resurgir" determinar, con la colaboración de Ingeominas, el Inderena y del Instituto Geográfico Agustín Codazzi, los rangos de las cotas de las cuencas de los ríos de las áreas de desastre y de peligro entre las cuales, por razones ambientales, de peligro o riesgo, no podrá ubicarse ningún asentamiento humano ni construirse edificación alguna.
