Toda concesión de obras de infraestructura otorgada por la Nación deberá tener previamente establecidos por la Entidad Estatal responsable los siguientes requisitos: información suficiente para garantizar la transparencia y objetividad del contrato de concesión, identificación de riesgos y mecanismos precisos para la solución de conflictos.
