Art. 10. Todo proyecto o disposición legislativa, cualquiera que sea la forma en que se discuta, que tenga por objeto hacer cesión, traspaso, venta, permuta o enajenación por cualquier título que sea, de bienes nacionales, reconocer créditos, conceder pensión, indemnización o recompensa a favor de uno o más individuos, familias, empleados, sociedades privadas o personas jurídicas y, en general, todo negocio en que los mismos individuos o sociedades tengan interés pecuniario, será votado secretamente.
