Autorizase al Gobierno para hacer los traslados necesarios para cubrir este auxilio en la actual vigencia presupuestal. Así mismo autorizase al Gobierno para abrir al Presupuesto de la próxima vigencia los créditos necesarios para pagar al Municipio de Medellín hasta un veinte por ciento de la deuda que la Nación tiene contraída con dicho Municipio por concepto de alcantarillado y pavimentación, a fin de que se pueda atender a la reparación de los daños que el siniestro ocasiono en aquella ciudad.
